A delivery service receives a pickup timestamp from its API. Before calculating arrival estimates, you need a Date object representing that precise instant rather than a string that only looks like a date.
The pickup is scheduled for October eighth at 09:30 UTC. Constructing the Date does not schedule a delivery, start a timer, or contact a service. It gives your calculation a representation of one instant. That distinction matters because a date picker, a displayed label, and a stored timestamp can describe different kinds of information. Here the API already supplied an instant, so the example preserves it rather than asking the browser to interpret a vague calendar label.

Follow the value through the operation
Construct a Date from the supplied ISO timestamp, then use toISOString to inspect the instant in a predictable representation. The constructor creates an object; the displayed string comes from a separate inspection method. The original input remains unchanged.
The constructor call and the inspection call have separate jobs. new Date(data) creates the object. toISOString then produces the result you can read in the panel: the same UTC timestamp, including its millisecond component. A Date is not internally a collection of the year, month, and day fields you see in that string. Those components are derived when a getter or formatting method reads the stored value.
An offset-bearing input can describe exactly the same pickup. For example, 11:30 with an explicit +02:00 offset represents 09:30 UTC. Its ISO inspection therefore has a different written clock time from the input while preserving the instant. That is an expected conversion, not a two-hour delay introduced by the constructor. Date-only strings and strings without explicit offsets require more care; do not generalize this example to an ambiguous text field.
For a useful next experiment, keep the UTC suffix and change 09:30 to 10:30. The displayed instant should move one hour forward. Next enter clearly invalid text. Construction still returns an object, but ISO inspection fails because that object contains no usable instant. A real booking workflow should turn that case into a validation message before trying to calculate an arrival estimate.

Keep the timestamp unit and UTC convention visible while checking the result. Those are part of this example’s contract, rather than settings inferred from whichever machine opens the page.
Check the boundary before reusing it
An omitted argument uses the current time, while an invalid string creates an invalid Date. This example deliberately supplies an explicit UTC timestamp for repeatable results.
Change the hour in the input and inspect the new instant. Remove the trailing Z only after learning how missing timezone information affects interpretation.
Changed moves the pickup one UTC day later, preserving 09:30. Its ISO inspection should show October ninth. Compare that source with Original before making a separate manual hour edit, so the two experiments stay distinguishable.
