A welcome card calls a small helper near the top of its setup code and keeps the helper declaration below. This visible message demonstrates why a function declaration can be called there, without suggesting every variable can be used early.

The welcome card says Welcome, Avery even though the helper declaration appears below the call that uses it. That result is worth seeing before learning the term hoisting. The relevant feature is specific: a function declaration is available throughout its function scope. It does not mean JavaScript moves every assignment to the top or initializes all future variables with their eventual values.

The greet function declaration is available throughout this function's scope, including before its textual declaration. It receives Avery and returns Welcome, Avery. The message variable itself is initialized only when its declaration runs; the example depends on the helper's declaration behavior.

The outer function first calls greet and stores the returned message. Greet is a function declaration in that same scope, so its callable binding is already available. It accepts the supplied name, prefixes Welcome, and returns the finished string. The const message initialization still runs at its written position. This differs from a function expression assigned to const, which cannot be read before its initialization, and from var, whose early value can be undefined before assignment. Keep those distinct behaviors separate rather than treating hoisting as a universal permission to ignore declaration order.

Test the boundary that matters

Change the input name to Maya and verify Welcome, Maya. An empty object takes the Guest fallback, so the helper still returns a complete greeting. Moving the function declaration above the call should not change either result. In contrast, if you rewrite the helper as a const assigned function and keep its initialization below the call, the call tries to access that binding too early. The resulting failure is not a problem with string concatenation; it is a declaration and initialization ordering problem.
