data.substring(3, 13) begins after the three-character BK- prefix and ends before index 13. The returned date is ten characters long, while data still contains the original reference.
You can omit the second argument to read from the chosen start through the end. That works for this example too, but specifying the end makes the fixed-width assumption visible.
substring handles unusual argument order differently from slice. It swaps start and end when start is greater, so substring(13, 3) extracts the same region as substring(3, 13). Negative arguments are treated as zero instead of counting back from the end.

Handle the important boundary
This is positional extraction, not date validation. A badly formed reference with different content in those positions can still produce a ten-character result. Check the reference's expected prefix, length, and date rules separately when accepting real input.
If a prefix can vary in length, fixed indexes become fragile. Split on a dependable delimiter or match the intended format instead. Use substring when the positions are part of a known contract, and document that assumption near the extraction.
Make the behavior your own
Change only the date digits in the editor and confirm that the displayed region follows them. Then try a shorter reference and observe that substring returns the available text rather than padding it.
In the copied starter, compare substring(13, 3) with slice(13, 3). The former swaps its arguments and returns the date; the latter returns an empty string. Finally, add a basic expected-prefix check before extracting, so a malformed input receives a readable message.
