It does not pass the entire args array as the hours value, and it does not make the first context argument part of that ordinary parameter list.

Follow the value through the operation

The first apply argument supplies this, and the second supplies an array-like list of ordinary arguments. The function receives hours and fee individually, calculates the total, and returns it immediately. apply does not turn the list itself into one ordinary parameter.

This separation is useful when a legacy interface already stores invocation arguments together. The function can keep its ordinary signature while the caller unpacks the list through apply. Modern spread syntax can also supply separate arguments, but an explicit this requirement still needs an invocation that preserves the receiver.
